The shaded cell is not part of the template and can be occupied by Blue.
Defending the template
Red has a ziggurat threat on the left and another on the right. They only overlap in one hex, so Blue has to play there for a blocking attempt.
Now 6 is safely connected to the bottom and it is connected to the top group by a double threat.
